Energy sustainability and regulation

We provide expert support on energy sustainability, Guarantees of Origin, emissions trading and carbon removals, as well as on the practical implementation of regulatory requirements. For example, we can develop a national or ISCC sustainability system for your company, prepare an emissions monitoring plan, or act on your behalf in Gasgrid Finland’s G-REX Guarantee of Origin service – allowing you to focus on your core business.

What was done in the assignment: We created a biogas Sustainability Scheme for BioKymppi's Kitee biogas plant so that they could join the voluntary distribution obligation and fulfil the related official obligations, such as making annual sustainability and distribution obligation declarations.

Our role: We prepared the Sustainability Scheme, tendered and led the sustainability system verification process, and applied for its approval from the Energy Authority. After the approval of the Sustainability Scheme, we started to support BioKymppi in its operation, which we are still doing. In addition, we provide expert services related to Guarantees of Origin, the notification of the distribution obligation and the ticket trade of the distribution obligation.

Other similar projects: We have been responsible for the implementation of two other biogas plants' Sustainability Schemes, and we also have experience in ISCC sustainability certification. In addition, we are responsible for managing our customers’ Guarantees of Origin for biogas in Gasgrid Finland Oy's G-Rex system.

What was done in the assignment: A biomethane refining plant and a pressurisation and refuelling station for compressed biomethane were built at BioKymppi's Kitee biogas plant. BioKymppi's filling station was part of Wega's own gas distribution brand Wegas from 2022 to 2024. Wega sold its own filling station business to Gasum in December 2024.

Our role: We carried out the dimensioning of the equipment, preliminary design, tendered EPC contracts, prepared the chemical permit application, integrated the plans for the processing plant and filling station, and consulted on the drafting of the EPC agreement for the processing equipment. After the investment decision, we supported construction project management from the coordination of subcontract plans to commissioning.

What was done in the assignment: We conducted a study for the Municipality of Pielavesi examining the current state and future outlook of energy wood supply chains, both locally and from a broader perspective. The study also explored new potential applications for energy wood, based on the assumption that its use in energy production will decline in the future as alternative heat production technologies take on a greater role.

Our role: We assessed the regional potential and availability of energy wood, both currently and in the future, based on publicly available data and Wega’s geospatial analysis. Given the characteristics of energy wood, the assessment of new applications focused on thermochemical conversion technologies such as biochar production, torrefaction, and gasification. We evaluated the suitability of these technologies, their feedstock requirements, and the market potential of the products. Based on the analysis, we recommended the most suitable technology and proposed an appropriate location in Pielavesi, taking into account factors such as land-use planning and existing local infrastructure.

What was done in the assignment: In cooperation with Port of Pori and City of Pori, we prepared a preliminary study of a large-scale carbon dioxide (CO₂) terminal in Tahkoluoto, Pori. The first part of the study examined the preliminary size and potential of the terminal with the help of public sources. In addition, the location options for the terminal in the Tahkoluoto harbour area were examined and the terminal's business models and local benefits were described. The study continued by taking a deeper look at the developing CO₂ market. The prerequisites for the implementation of the terminal were investigated by a demand survey, in which CO₂ sources and users in Western Finland were interviewed.

Our role: In the first phase, we examined different alternatives for land logistics of CO₂, their volumes and suitability for the terminal. In addition, vessels of different sizes for the implementation of ship logistics and their suitability for the operation of the terminal were assessed. Finally, the necessary permits for the terminal were determined, the preliminary layout of the terminal was made, the investment and operating costs of the terminal were assessed, and the possible financing and subsidy opportunities available for the terminal were described. In the second phase of the demand survey, we asked the operators about their interest in the terminal, the amount of CO₂ and the schedule for utilisation, based on which scenarios were created for starting the terminal's operations. Based on the results of the survey, the dimensioning of the terminal was revised, and the costs of the terminal were estimated as part of the cost structure of the CO2 chain. In addition, transport costs for all forms of logistics were investigated with different logistics operators. Models of logistics were made from different starting points, with varying amounts of CO₂ and at different driving periods. The utilisation of different forms of logistics was examined as a whole, with the terminal acting as a hub. We also examined the possibility of the terminal to serve as a starting point in the chain of permanent storage of CO₂.

What was done in the assignment: We carried out a hydrogen economy study in Northern Savonia and Pieksämäki regions. The study analysed the potential of the region in the production of green hydrogen and hydrogen-derived products, such as synthetic methane, methanol and ammonia. In this context, the possibilities of building a hydrogen pipeline in the area and connecting it to the planned national hydrogen network were assessed. The report presents a schedule estimate for the permitting and construction of the pipeline, as well as a techno-economic comparison between the hydrogen and methane pipeline.

Our role: We prepared a potential map of the target area for different products, a comprehensive description of the hydrogen production processes, key prerequisites (raw materials, water, electricity and other commodities), as well as the current state of the hydrogen market and future development prospects. The potential analysis was especially based on free electricity capacity, regional availability of biogenic CO2 and land use. In addition, we mapped the key actors and projects in the hydrogen economy and created a roadmap for the development of the hydrogen economy in the region. We also identified the key steering instruments in the regulation and legislation of the hydrogen economy in Finland and Europe for hydrogen and hydrogen-derived products. In addition, the study examined the development of regional hydrogen infrastructure and its connection to the national hydrogen grid.

Methanol bunkering study

What was done in the assignment: We investigated the options for implementing methanol bunkering in Vuosaari for the Port of Helsinki. The shipping companies' future demand for methanol were estimated, different bunkering vessel and logistics concepts were compared, and their operations and costs were modelled. In addition, the permit and regulatory requirements related to the operations, potential methanol distributors and the key risks of the implementation were examined.

Our role: We were responsible for the whole study, including shipping company interviews, planning of bunkering and logistics concepts, CAPEX and OPEX estimates, and profitability calculations. We assessed the suitability of different vessels and operating models for the needs of Vuosaari harbour and made recommendations for a possible implementation model for methanol bunkering.

What was done in the assignment: Together with Kokkolan Energiaverkot, we developed an LNG terminal and Finland's largest natural gas distribution network outside the transmission network in the Kokkola Industrial Park. The project began with a comprehensive demand survey of the Kokkola Industrial Park to demonstrate the need for a terminal, after which a location was searched for the terminal, zoning processes, the design and procurement of the terminal were carried out, and the procurement of non-Russian LNG was arranged after the start of the war in Ukraine.

Our role: We acted as an expert in the project and carried out, for example, the preliminary design of the terminal and distribution network, competitive tendering, permitting, and negotiated gas purchase and sales agreements. We were responsible for the management of the project until the investment phase. After the investment decision, we have supported Kokkolan Energia in LNG deliveries and Kokkolan Energiaverkot in the construction and operation of the LNG terminal and gas distribution network. Our responsibility also included applying for an emission permit, monitoring plan and emissions report for Kokkolan Energiaverkot.

What the funding enables In the project, plans for three telecommunications cable investments were prepared and refined. The project also produced a high-level plan for cable systems connecting the EU. Once realised, the projects will improve backbone network connections, provide alternative routes for submarine cables, and enhance cybersecurity in a strategically important region of Europe. At the same time, EU connectivity to third countries will be strengthened.

Wega’s role We were responsible for the entire application process. Following the positive funding decision, we continued to assist with the preparation of the consortium agreement and the negotiations of the grant agreement, as well as EU project management. We ensured that the reporting requirements were met.

What the funding enables The project involves the construction of a new tanker vessel equipped with a methanol-powered engine and a foldable wind-assisted propulsion system. The vessel serves as a pilot platform for innovative technologies. It also features shore power connection and battery systems. The project promotes the adoption of alternative fuels and reduces greenhouse gas emissions by approximately 4,000 tonnes per year.

Wega’s role We have secured EU grants and national funding for Terntank since 2013. In addition to the Innovation Fund, we have helped Terntank obtain EU TEN-T funding and Swedish and Norwegian national support for vessel environmental investments. We have been responsible for funding application processes, grant project management, and communications.

Wega has assisted Terntank in developing low-emission supply chains and has managed charter agreements since 2013. The long-standing collaboration highlights the expertise across Wega’s various business areas: chartering, fuel procurement, co-funding, and environmental reporting.

What the funding enables The project is a continuation of long-standing cooperation in the Baltic Sea region. It ensures efficient, sustainable cross-border winter navigation in the Baltic Sea. The project guarantees the availability of a sufficient icebreaking fleet. At the same time, it enables emission reductions and improves the cost-efficiency of operations. Finland’s new EU-funded B+ class icebreaker will be built to replace the over 70-year-old Voima. Despite its smaller size, the new low-emission vessel can open the same 25-metre-wide channel as A-class icebreakers. The project also includes modernisation and life-cycle extensions for Sweden’s existing icebreakers.

Wega’s role We were responsible for preparing the joint funding application for Finland, Sweden, and Estonia. This included cost-benefit analyses, coordinating international project meetings, and submitting the application via the application system. Wega’s collaboration with FTIA on EU funding applications and project reporting has continued since 2017. Funding for Finland has been secured for winter navigation, fairways, railway and road projects, and military mobility.

What the funding enables The Quays2Solutions project involved constructing a new 270-metre-long quay at the Mäntyluoto port area. At the same time, the old liquid-bulk quay at Tahkoluoto was replaced. The POPRAMP project addressed military mobility needs by constructing a permanent RoRo ramp at Mäntyluoto and by renovating the adjacent yard area. The Power2Quays project implements a shore-side electricity supply system for two quays at Tahkoluoto. A solar power plant and reinforcement of the port’s electrical grid are also included. These projects remove transport bottlenecks, improve the port’s basic infrastructure and dual-use capability, and promote low-emission maritime transport and the port’s environmental responsibility.

Wega’s role Close collaboration and a deep understanding of the customer’s investment needs have enabled three mutually reinforcing projects with EU co-funding. We have been responsible for funding applications, as well as for the management and reporting of the EU projects.

Project HELZERO – Electrification of Helsinki Airport operations through ground power and pre-conditioned air to achieve zero emissions

What the funding enables The HELZERO project provides pre-conditioned air supply for heating and cooling parked aircraft. In addition, ground power will be extended to new aircraft stands. The project also includes the construction of a solar power plant to generate renewable energy and the procurement of a battery storage system. Finavia is implementing the project proactively, ahead of legislative requirements. The project eliminates operational bottlenecks and advances Finavia’s environmental goals, which aim for the entire aviation value chain to operate responsibly. Helsinki Airport achieved net-zero carbon emissions in 2024.

Wega’s role Our collaboration with Finavia on EU co-funding has continued since 2017, when we helped apply for CEF Transport funding for Finavia’s travel centre. Since then, we have assisted Finavia with managing and reporting on EU projects. For the HELZERO project, we were responsible for the entire application process. Following the positive funding decision, we continued to assist the customer with grant agreement preparation and EU project management, ensuring the reporting requirements were met. At the same time, we have maintained ongoing strategic collaboration to identify funding opportunities.
